The board need to hold their guts. They are responsible for this with poor recruitment, inadequate choice of supervisors, going with them and then pulling off them. They have gone for different manners of managers, together with Ole Gunnar Solskjaer currently taking the club in a different direction.
If you change direction as a board every couple of years, investing #250m across the way in each manager, you are likely to get big problems.
